Singapore’s National Environmental Agency (NEA) has been an integral part of the country’s development from the start of its independence in 1965. The NEA serves Singapore’s unique position as an island-city state, with its perennial challenge of limited natural resources and the lack of an hinterland. The NEA promotes energy efficiency management and energy conservation initiatives, striving to reduce greenhouse gases (GHGs) and to mitigate climate change.
NEA joined forces with the Public Utilities Board (PUB) – Singapore’s water agency – for a co-located Integrated Waste Management Facility (IWMF) & Tuas Water Reclamation Plant (TWRP). In being the first of its kind, they contacted consultants to propose conceptual designs to enhance the symbiotic arrangement of these facilities (IWMF-TWRP). After conceptual designs were delivered, NEA sought to conduct a resource efficiency study intended to harness the symbiotic potential of both facilities and preemptively intercept unforeseen issues of the integration.
NEA called for a tender on a Resource Efficiency Study which CRX secured with our record in resource efficiency management studies. We choose to use the Integrative Design Process (IDP) methodology to develop this study. IDP is designed for solutions that are holistic and which involve systems-thinking. We engaged with expert IDP facilitators and deep domain consultants to undertake an inter-disciplinary design workshop.
Result: CRX delivered a long-term strategic proposal for the use of critical resources, which included reducing Capital Expense and Operating Expenses.
In the words of a visiting observer from the UK: “Its stunning, what Singapore has achieved in this space… no other country has achieved this in waste management.” As a Singaporean company, CRX is proud to have been a part of the project’s design success.
